Malgr\u00e9 cette possibilit\u00e9, la plupart des villes exigent encore un paiement unique, privant ainsi de nombreux acheteurs d\u2019un coup de pouce financier.<\/strong><\/p>\n\n\n\n<p>La taxe de bienvenue, per\u00e7ue \u00e0 la suite de l\u2019achat d\u2019une propri\u00e9t\u00e9, doit g\u00e9n\u00e9ralement \u00eatre acquitt\u00e9e dans un d\u00e9lai d\u2019environ 30 jours suivant l&rsquo;envoi de la facture. Pour plusieurs m\u00e9nages, cette \u00e9ch\u00e9ance survient \u00e0 un moment o\u00f9 les finances sont d\u00e9j\u00e0 fortement sollicit\u00e9es par la mise de fonds, les frais de notaire et le d\u00e9m\u00e9nagement. Dans un contexte de hausse des prix immobiliers, le cumul devient difficile \u00e0 absorber.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"604\" src=\"https:\/\/www.guideimmo.ca\/articles\/wp-content\/uploads\/2026\/01\/maison_acces_propriete-1024x604.jpg\" alt=\"taxe de bienvenue\" class=\"wp-image-16627\" srcset=\"https:\/\/www.guideimmo.ca\/articles\/wp-content\/uploads\/2026\/01\/maison_acces_propriete-1024x604.jpg 1024w, https:\/\/www.guideimmo.ca\/articles\/wp-content\/uploads\/2026\/01\/maison_acces_propriete-300x177.jpg 300w, https:\/\/www.guideimmo.ca\/articles\/wp-content\/uploads\/2026\/01\/maison_acces_propriete-150x89.jpg 150w, https:\/\/www.guideimmo.ca\/articles\/wp-content\/uploads\/2026\/01\/maison_acces_propriete-768x453.jpg 768w, https:\/\/www.guideimmo.ca\/articles\/wp-content\/uploads\/2026\/01\/maison_acces_propriete.jpg 1125w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Selon des donn\u00e9es recueillies par l\u2019Agence QMI aupr\u00e8s de 26 villes qu\u00e9b\u00e9coises, environ 60% d\u2019entre elles exigent toujours un paiement unique. C\u2019est notamment le cas de Montr\u00e9al, Laval, Longueuil, Gatineau, L\u00e9vis et Trois-Rivi\u00e8res. \u00c0 l\u2019inverse, des villes comme Sherbrooke et Qu\u00e9bec ont mis en place des modalit\u00e9s permettant de r\u00e9partir le paiement sur trois ou quatre versements.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un impact sur l\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9<\/h2>\n\n\n\n<p>Selon les professionnels du secteur immobilier, le paiement unique constitue un obstacle suppl\u00e9mentaire pour les premiers acheteurs. La hausse des valeurs fonci\u00e8res entra\u00eene in\u00e9vitablement une augmentation de la taxe de bienvenue, qui s\u2019ajoute \u00e0 des exigences financi\u00e8res d\u00e9j\u00e0 plus \u00e9lev\u00e9es qu\u2019avant la pand\u00e9mie.<\/p>\n\n\n\n<p>Dans ce contexte, l\u2019\u00e9talement du paiement permettrait de r\u00e9duire l\u2019effet de choc, sans repr\u00e9senter un avantage financier \u00e0 long terme pour l\u2019acheteur.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Les limites invoqu\u00e9es par les municipalit\u00e9s<\/h4>\n\n\n\n<p>Pourquoi certaines villes h\u00e9sitent-elles encore? La r\u00e9ponse se trouve du c\u00f4t\u00e9 des finances publiques. Un paiement unique garantit des liquidit\u00e9s imm\u00e9diates, utiles pour financer les op\u00e9rations municipales. \u00c9taler les versements signifie attendre et, dans certains cas, renoncer \u00e0 des revenus d\u2019int\u00e9r\u00eats.<\/p>\n\n\n\n<p>Les administrations municipales invoquent donc la saine gestion des finances publiques, tout en reconnaissant que la taxe repr\u00e9sente un effort important pour plusieurs m\u00e9nages.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Des pouvoirs encore peu utilis\u00e9s<\/h4>\n\n\n\n<p>Le projet de loi qui a permis cette flexibilit\u00e9 visait \u00e0 donner plus d\u2019autonomie aux municipalit\u00e9s, notamment pour r\u00e9pondre \u00e0 la <strong><a href=\"https:\/\/www.guideimmo.ca\/articles\/500-menages-sans-toit-la-crise-du-logement-saggrave\/\" target=\"_blank\" rel=\"noreferrer noopener\">crise du logement<\/a><\/strong>. Deux ans plus tard, le contraste est frappant : les outils sont l\u00e0, mais leur adoption reste timide.<\/p>\n\n\n\n<p>Du c\u00f4t\u00e9 du gouvernement, on encourage les municipalit\u00e9s \u00e0 se pr\u00e9valoir de cette possibilit\u00e9, tout en rappelant que la d\u00e9cision demeure \u00e0 leur discr\u00e9tion.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Des r\u00e9visions possibles \u00e0 court terme<\/h4>\n\n\n\n<p>Certaines municipalit\u00e9s encore attach\u00e9es au paiement unique r\u00e9fl\u00e9chissent toutefois \u00e0 revoir leur approche. \u00c0 Saint-Constant, Mascouche, Thetford Mines et Saint-Lambert, la question est sur la table.
